Secure Fencing: Install traditional or invisible fencing to allow your dog to roam freely without escaping. For diggers or jumpers, use buried chicken wire or coyote rollers.

Dog Parks: Regular visits to dog parks provide exercise and socialization opportunities. Ensure your dog is trained and supervised during these outings.

Playpens or Covered Patios: Temporary playpens or enclosed patios offer a safe space for your dog without the need for chains.

: These systems give dogs more freedom to move while still keeping them secure, though they should only be used temporarily.

“Recognizing what animals mean to us can foster greater compassion in our lives,” said Lara Mackenzie, president of CARA. “If you wouldn’t want to be tethered outside, why should dogs?

Chained dogs often exhibit aggression, excessive barking, or depression due to prolonged stress. Behavioral training and increased social interaction can help them adjust to their newfound freedom. A lawyer with the Montreal SPCA’s animal advocacy department emphasized that dog chaining is a pressing concern. “It’s a harmful practice—both inhumane and risky,” the lawyer said. “Dogs on chains often injure themselves by getting tangled. They’re also prone to neglect since they’re not closely monitored, so health issues or injuries can go unnoticed. In winter, they face freezing temperatures, and in summer, they’re exposed to scorching heat.”

SPCA inspectors note that dogs are often chained due to lack of training or behavioral issues, though some are tethered to serve as property guards. Gaillard pointed out that about one-third of the inspection department’s complaints involve chained dogs.

Lawyer also highlighted the psychological toll of chaining. “Dogs are social, active creatures. When isolated, they can’t play or exercise, leading to serious behavioral issues from boredom and frustration,” she explained. Chained dogs are far more likely to become aggressive and are three times more prone to biting—especially children, she added.

“Dogs thrive with their families indoors, surrounded by people. A law against chaining would significantly enhance their well-being,” Gaillard said. “Even for those who prefer keeping dogs outside, there are better options than a chain—like a fenced yard with a proper doghouse or access to a garage.”
